Security check list for BBSRC sites

Risk assessment

  • How approachable is the site in pedestrian, vehicle, rail and public transport terms?
  • Is the site identifiable as connected with animals?
  • How far from the site is the nearest Police point/station?
  • How far is the dedicated electricity substation or distribution point?
  • Is the area prone to break-in, vandalism etc?
  • What is the local extremist situation?

Protection of site

  • Has site security been reviewed by the BBSRC Security Advisor?
  • Has a site security adviser and a deputy been designated? Has he/she been trained?
  • Have the local Police, Special Branch and CTSA been informed of the work at the Site and risks?
  • Have asset protection measures been prioritised?
  • Are door locks etc. in place?
  • What CCTV, electronic access control, intruder alarm measures, etc. have been installed?
  • Is this equipment regularly tested and maintained?
  • Is a physical presence (e.g. security guards - either constant or random visits) needed?
  • Is a clear desk/closed doors/locked chemicals routine maintained to the maximum extent possible?

People aspects

  • Is there a photographic pass system in operation for staff (including wearing and checking on entry etc)?
  • Is there a proper control system for visitors (including signing in and out and visitors' passes etc.) and for material receipts?
  • Are vehicles properly controlled?
  • Are staff encouraged to question unidentified persons on site if they feel confident and safe in doing so (otherwise do they know they should report the issue direct to security)?
  • Are staff regularly reminded to be vigilant e.g. regarding suspicious parcels, activities and persons (even if the latter are BBSRC employees)?
  • Upon recruiting staff are references always obtained and any doubtful points pursued in line with Government/CPNI basic check advice?
  • Is due diligence of contractors carried out to ensure that the institute only engages suitably competent, financially viable contractors with a good security record to undertake works on its behalf?
  • Are all personal records including home addresses properly safeguarded?
  • Is computer data regularly backed-up off site?

In the event of an incident

  • Are there clear rules as to what to do (evacuation, calling emergency services, checking staff, search plans etc.) and are they prominently displayed?
  • Is there a detailed site map immediately available for use by Fire and Police?
  • Are first aid facilities (persons and equipment) adequate?
  • Are there clear rules and priorities as to who to inform at Swindon Office, other Institutes, neighbouring organisations and Emergency services?
  • Are out of hours arrangements satisfactory? Is there a Duty Officer Roster (including telephone contact details) in place? Have the ARC got the list and roistered dates? Are Keyholder instructions in place?
  • Does Swindon Office know who to inform (BEIS, other Research Councils, Security Network, BBSRC Senior Officers, TUS and Communications, etc?)
  • Are there clear arrangements for handling Press enquiries?
  • Is there a need for an investigation?
